Meira Paibi’s: An Dynamic Pressure Group of Manipur

Overview

Meira paibi (torch bearers) is a women’s social movement group in Manipur and is also referred to as the women ‘’Guardians of civil society’’. It has a long history of more than a hundred years though it was established in 1977, in Kakching as an active body and movement in Manipur. Initially, it was starting as the local group of women carrying flaming torches and marching through city streets at night as patrol duty. It started as a way of protesting against human rights violations by paramilitary and armed forces units in Manipur. This movement became active and strong when the people of Manipur were fighting for self-determination and political autonomy.

This organization has been fighting social issues like drug abuse, crime against women, social injustice, and the Arm Forces Special Power Act (AFSPA) 1958. It has different groups in different parts of Manipur and in every village and town have its local body. They are the first instance people who take responsibility when there are crises or incidents happen in society,
especially in villages.

This organization and its movements get attention and recognition from different institutions across the world. They play a vital role in the development and progress of women status in Manipur and generally in India’s Feminist movement.

Role in the Society

Women of Manipur have traditions of playing a huge role in the development of socio-political and economic affairs in society. Their roles had traced back to the colonial and post-colonial periods of Manipur.

1. Colonial period
In 1904, A group of women first started a public demonstration and protest against the British administration and the implementation of the system of forced labor(Lalup-kaba) on Manipuri men. They still had the potential to challenge the injustice and had a sense of unity among the women. Then in 1939, women of Manipur stood up against the Chaktangba (a rise in food prices such as rice). Groups of women protest and challenge the oppressive colonial government policies like export-oriented economic policies and exploitations, in a movement known as Nupi Lan(women’s war). They stopped the British policy of exporting Manipuri products, particularly rice.
 
2. Post Colonial
Meira Paibis( women with bamboo torches) of Manipur became strong and actively participate as an organized, formal movement in the post-colonial society. There are many phases and events they took responsibility for as a movement in Manipur. Meira Paibis has been active for many decades, notably against The Arms Forces Special Power Act.1958 (AFSPA), a controversial act that has spurred police impunity and Army’s brutality in the northeast region, particularly Manipur, since it was merged under duress of union of India in 1949. Meira Paibis has been at the forefront of a strong non-violent, peaceful resistance movement since the 1970s when the Indian paramilitary started counter-insurgency operations.
They use non-violent tactics against AFSPA,1958 when the military began patrolling the streets at night in the 1970s and early 1980s, some Manipuri women worked with local youth clubs to develop an early warning system aimed at preventing youth arrests, deaths, and disappearances. They built Meira shangs(bamboo huts) and they turn to hold a vigil in the huts at nights. Whenever they saw an army convoy coming, they would make a clanging sound called Kangsi khingba(hitting on any electric post) using a stone. This would give an alarm to other women from neighboring villages to protect and prevent youths from Indian Armed Forces because families can’t file cases against the Arm Forces for their actions, so the women think prevention and defensive means seemed to be the only solution. They have been bringing their non-violent resistance to greater heights. One of the landmark actions took place in 2004 when 12 mothers of Manipur staged a unique protest where they disrobed in front of the main paramilitary headquarters in Kangla, Imphal, Manipur to denounce the inhuman action of rape and extra-judicial killing of a 31 years old Th. Manoroma from Bamon Kampu. They continued protesting for more than 20 days and achieve one of their demands.

Meira Paibis had been protesting for many years along with JCILPS(The Joint Committee on Inner Line Permit System). They were taking part forefront in the sit-in-protest and stormed the CM office many times.

Meira paibis members from different parts of Manipur staged a sit-in protest in support of the JCILPS movement. They formed a human chain in support of the demand and to take action against the police who killed one of the student protesters. They came and show unity to fight for the ILP system in Manipur from the early 2010s. They play an enormous role in the achievement of ILPS in December 2019.

Meira Paibs also play a huge role in the inter-state political affairs that their slogans contribute to maintain peace and appeal to every community to come together and protect the unity and integrity of Manipur, especially when there had been peace talks between The National Socialist Council of Nagaland(NSCN-IM) and the Indian government. Meira Paibis from different communities came out on the streets with their torches in large numbers and held rallies in most of the districts of Manipur. They asserted that the Naga agreement would not affect the territorial integrity of Manipur. Naga Mother’s Association(NMA) delegates met with Meira Paibis and showed their solidarity. Both parties came together to bring peace and harmony to the two neighboring states.

The convener of Meira Paibis stated that ‘’ even if the government of India does anything forcibly harms the interest of Manipur, we would not target any community but will put the entire blame on the government of India’’. Their roles in the protection of the state’s territorial integrity and peaceful non-violent resistance inspire others young women to join with their contemporary affairs.

Recently, Meira Paibis of Manipur came out on the streets with bamboo torches and held large rallies against the controversial and unconstitutional Citizenship Amendments Bill. They gave a slogan against the Bill which they say is undemocratic and a violation of the International Human Rights framework.

Meira Paibis was also involved in the maintenance of social order and peace in Manipur. They are also involved in building alternative institutions as part of their efforts like handling crimes against women happening in the communities, monitoring and controlling trafficking of women and girls, dealing with family disputes, solving land disputes between neighbors and they also providing shelter to many destitute women. Therefore, these women have become an institution in their rights today, contributing to a greater feeling of safety in communities despite seventy years of armed conflicts.

Achievement and Recognitions
 
Meira Paibies, their works, and dedication to bring justice and peaceful non-violent society, achieved and got attention from different national and international organizations. Here are some of their achievement and recognitions counting from colonial and post-colonial times: In 1904 women demonstrated against the British force labor system that the policy was stopped after some months. Then in Nupi Lan (women’s war) of 1939, women delegates met British political agents and others in charge for the cause and they upturned the bullock carts siphoning off Manipuri products, especially rice and teak wood. Again in the 2004 uprising against the AFSPA 1958, the central government disqualified the implementation of the Act to seven constituencies covering the Imphal Municipality. Implementation of the Inner Line Permit system(ILPS) Bill in Manipur was introduced in 2018 and the announcement of the inclusion of Manipur in the ILPS on 10th Dec.2019 is among the biggest achievement of works of Meira paibis. ‘’Times of India Social Impact Awards’’ lifetime contribution to Meira Paibis and its five leaders. They achieved Uday Award for their fight for the struggle using a torch for society. UNICEF and other International community’s recognize their movement and say “The Manipuri story indicates that active participation by women in public affairs can and does contribute to better conditions for children and society at large’’.
Challenges
 
As India being a patriarchal society, the Meira paibis movement faces many challenges and obstacles even though they play a vital role in the progressive approach; fight against injustice, family disputes, local community disputes, and human rights violations. In the patriarchal structure system of society, when it comes to decision-making they are largely ignored and sidelined, for example, there are currently 17 peace talks going on between the Indian government and the various arm groups in the region. However, not a single woman is included in those peace talks. Meira Paibis also faces many economic challenges when it comes to organizing rallies or Dharna. Sometimes they cannot afford the expenses of mass protests in a particular area for all Meira Paibis members from all over Manipur. Lack of funding from other prominent institutions creates difficulties for their activism therefore most of the expenses come from their own and contribution among the
members.
 
Conclusion
 
Meira Paibis of Manipur became one of the most important social group movements in northeast society. Initially, they came out to mass movement for the maintenance of social order and peace in Manipur. Their work and activism led them to recognize by the national and internal community even though it was originated as an informal social movement in the middle of the 19th century. Their movement slowly evolved from an informal group into a political force. Their activism changes from time to time and they are active in for-front of the social and political affairs of Manipuri society. Their peaceful activism and dedication to bringing justice to society make them one of the champions of the feminist movement in India. Their fights against human rights violations, injustice, inequality, and undemocratic actions taken by paramilitary forces in Manipur got attention and recognition from them from different institutions around the world. Manipuri women(Meira Paibis) have spoken at the United Nations in Geneva, New York, and have struck alliances with several World organizations such as the Nobel Women’s Initiative, Women’s International League for Peace and Freedom, International Peace Bureau, and many indigenous groups such as Federation of Indian Mineral\ Industries(FIMI) and MADRE.

As the people of Manipur continue to live under AFSPA, social and political injustice as well as human rights violations, these women have become an institution in their own right today and contributing to a greater feeling of safety in communities despite 70 years of Armed conflicts. Meira Paibis continue activism and movement tirelessly, lights up their meiras(torches) across Manipur night sky as a sign that historic non-violent peaceful movement shaping and maintaining peace and social order in the patriarchal society, and their strength, bravery, and non-violent resistance give inspiration to thousands of young women in different societies of India, particularly in the northeast region.
